Yesterday, the Networked Audio-Visual Program Management Division of the National Radio and Television Authority published Management Alert (Animation Micro-Synthetic Management), which directly points to the disorderly transmission of animated mini-syncs.
A week earlier, 1.6 million people had fallen by the night from the volume of the shivering music to the sum of 1.1 billion shawks, the size of which was called the Three Shrimps, to the fact that some of the shawks’ accounts had been banned and the shawks had been shaken by the punishment of their head accounts.
It is not hard to feel that the signs of increased regulation of cartoons are becoming more visible.

Let’s start by talking about the punishment for this sand-sculpting comic book account.
On 4 September, the tremor account number of the “three shrimps” was severely damaged, with 1.6 million fans, which had stabilized at 1.66 million overnight, falling directly to 60,000, and the addition of a new “no attention for the user” sign on the home page, which was largely inactive.
As a representative account for the industrial sand-sculpting comic, the plight of the Three Shrimps came suddenly.
As early as 2 September, the tremor account number of the Three Shrimp was notified of the tremors’ “prohibit” penalty, followed by a sharp downward spiral of fans, limiting attention and large-scale clean-up.
The tremors of the “triple shrimp” account were most clearly affected by the deadline, with only 93 remaining pieces of the ” Clothes ” , which had been updated to nearly 200 since 2024, and the ” Anti-Rehabilitation ” collection having been emptied.

The fast-track account number of the “triple shrimp” was also penalized, which similarly indicated “no concern”. However, unlike the shivering, the fabric collection was not cleaned up. At the same time, its account numbers on two platforms, at station B and video, remain of normal interest and its work is kept.

At one point, the reasons for the punishment of the “triple shrimp” varied.
On 5 September, the same shrimp rice, which belongs to one of the “Shrimp Cosmic” matrices, released a video, “One Clothes Under Cover!”, in a tremor, saying that it was not a copyright issue:
We have a legal paper mandate, while maintaining a good cooperative relationship with the Chinese online, and please do not speculate and blackmail to cause unnecessary distress to others. As for the specific reasons, no definitive official response has been given, and we are trying to check them out.
This response has not reduced the disquiet in the sand-sculpting comics. It has been learned that some accounts of the same type therefore search for past releases overnight and even voluntarily delete better data.
Following the verification of the accounts of some of the sand-sculpted comics by the short play study room:
In the same period, penalties were imposed on the two accounts of “Shrimp Innuspo”, whose shivering account number (223,000 fans) was prohibited, as well as on the fast hand account number (235,000) and the “Dean” fasthand account number (51,000 fans) were prohibited.
Taken together, the account number sanction was not directed at the sand-sculpting comics, but rather at some of the violations, but it also sounded a wake-up call for practitioners.
It is worth noting that, with the release yesterday of the new Management Alert (Animation of Micro-Sync Management), the shape of the sculptor comics and even of the entire comic, the location of some of the red lines has become clearer and points in the direction of content creation and platform regulation.
However, prior to the release of the draft, the shivering quick-hander had not given a clear explanation of the reasons for the account number penalty, and the treatment of the different platforms had been different, which might mean that red lines remained unclear and supervision was gradually being tested.
The radio drew some red lines out of the comic.
In short, the management hint is to apply the rules of the previous short play to the comic.
There are three things at the heart of the management tip:
1 Classification stratification review, first review and then broadcast
It was clear what type of drama had been examined before: animated micro-shorts are in the form of animated shorts, in line with the current shorts management regulations.
According to the Circular on Further Integration of Development and Security for the Health and Prosperity of the Network’s Micro-Sync Industry, issued by the General Authority for Radio and Television in February 2024, micro-syncs are to be classified as “focus” “ordinary” “others” by the level of investment and the sensitivity of the subject matter.
Since then, comics have likewise been classified according to this standard, with over 1 million General Retards registered. At the same time, according to the “broadcasting community”, the creation of AI is to be included in the category of “other mini-short plays”, with the platform carrying out its first-instance functions and regularly filing with the provincial radio services.
2. Taking into account the healthy development of minors, more stringent measures
Since comics can easily be viewed as animated by minors, and the transmission of undesirable values is more hidden than reality shorts, management notes that the content review of comics not only fulfils the standards of reality shorts, but also takes into account whether they affect minors and should be handled more carefully.
For example, the fact that some of the comics have to be filtered out when there are exaggerated scenes of violence, and when there are dark spots that transmit undesirable values requires a shift from a “form review” to a “substantive impact assessment”. At the same time, a conditional platform can also use AI for screening, and the algorithm recommends so that minors are not allowed to use these.
In fact, as early as December last year, the “Webnet China” had reported a number of typical cases affecting the physical and mental health of minors, in which it had named the malicious cannons for the publication of a short video of the “Share Animation”.
According to official reports, the short video platform’s account number is part of a “sauna animation”, which contains a large number of negative elements, such as blood and horror; the malicious adaptation of classic animations, such as the publication of “violent sponge baby” “gruesome Mitch”; the use of animations to simulate school bullying; the glorification of suicide and self-inflicted acts of suicide — the online service imposed administrative penalties on the platform; and the closing of a number of irregularities in which Suna published “sauna animations”.
In July this year, a number of government agents issued a series of messages emphasizing the need to “suspect against the abuse of minors by negative animated dramas that are full of pornography, bullying, etc.” which has once again drawn attention to the quality of comics.
It follows from this that the issuance of the management alerts has been paved.
3. Platform and local regulatory strengthening
This time, in the context of management instructions requiring oversight, the General Directorate of Radio and Television requested the platform to include animated short play in the framework of “director-in-chief”, to establish a “pre-trial” mechanism and to limit the dissemination of non-conforming content through the “white list” system, without prior review.
At the same time, there is a need for increased daily patrols, focused spot checks and real-time capture of the hot spots and contentious points for the dissemination of animated short plays, using the AIS monitoring system, so that the records of the reviews can be traced and reported to the Web-based Audiovisual Division of the Directorate-General every month.
Thus, from the local to the platform, a protective circle for the regulation of comics.
From this management tip, we can feel the tightness of regulation.
But from an industry point of view, the red line of the comics is clear, and the content side has a way of avoiding mines:
• Review requirements for classification and documentation of comics;
• To take into account the protection of minors in creative work and avoid touching sensitive elements such as violence, Baykin and others;
• Pre-empt internal audits, taking into account reality short play standards.
Concluding remarks
At the end of the day, the soldiers of the sand sculpturing comic strips were in disarray, which was, in fact, “the industry ran too fast to keep up with the rules”.
Today, the management of the wide power system has drawn a clear red line, turning the “undefined restricted area” into a clear boundary, and the platform’s auditing criteria are relatively uniform, and even for the audience, the short animations that will be painted in the future will be more informative.
It could be argued that transparency of the rules would, on the contrary, reduce the uncertainty of previous “blind box” audits and make content more secure. Now it’s up to you to do something more interesting in the rules.
