A senior White House official revealed that under a new agreement designed to avoid a ban on TikTok, the software giant Oracle would be responsible for overseeing the security of United States TikTok user data and for monitoring changes and updates to the application of robust recommended technology.

The official stated that a copy of the recommended engine algorithm to support the application of the addictive short video delivery function would be authorized by China to a United States investment group that would be responsible for overseeing the operation of TikTok in the United States.

Another senior official revealed that Oracle and the private equity company Silver Lake Capital would invest in the new version of TikTok in the United States.

One of the officials stated that the United States version of TikTok would operate “safely” in the United States and would not be controlled by the byte of its parent company. Officials also stated that TikTok, which was operated by the United States, would retrain copies of algorithms with United States user data.

The purpose of the agreement was to satisfy the requirements of a law that the application would be banned in the United States unless the byte beat relinquished control over TikTok.

In the United States dispute over TikTok, who controls algorithms has always been the central issue. U.S. law requires TikTok to sever any “operational connection” with a byte beat “including any cooperation in the operation of the content recommended algorithm”.

Turang government officials had previously been negotiating an agreement to give Western investors control over TikTok’s United States operations.

Under the terms of the agreement, United States enterprises would hold about 80 per cent of the United States version of TikTok and the byte beat and other Chinese investors would hold less than 20 per cent.

A senior official revealed that the United States version of TikTok would be operated by a board of directors with national and cyber security qualifications. One of the seven members of the board may be selected by by byte, but the director may not join the security committee of TikTok.

The specific composition of the investor has not yet been finalized. Trump hinted this weekend that the media tycoon Rupert Murdoch and his son, Lacran, were considering investing, and an informed person revealed that the investment could be made through the media giant Fox.

One of the officials indicated that it was expected that Trump would sign an executive order later in the week declaring the terms of the agreement to be in line with national security concerns and the requirement of divestment. Officials said, however, that the agreement was still subject to regulatory review and approval.

Last week, Trump stated that the United States would receive “significant costs” as a result of the agreement, but did not disclose the exact amount. In recent months, the Trump administration has negotiated 10 per cent of Intel’s shares and “gold stock” in the New Japan steel purchase deal. However, a White House official indicated on Monday that the Government would not hold TikTok ‘ s shares, as it did in the United States steel deal.

This agreement, published on Monday, is similar to the Texas Plan, launched several years ago with a byte beat, which aims to address policymakers’ national security concerns about TikTok.

Similar to the agreement published this Monday, the Texas Plan had planned to store all of TikTok’s U.S. user data on a home-grown Oracle-operated server, while the source code for TikTok was reviewed by Oracle and third parties to ensure that it was not tampered with. Part of the plan has been implemented in recent years.

However, the formal signing of the agreement may take some time. Officials indicated on Monday that President Trump would extend the deadline by an additional 120 days to allow time to move the deal forward.

Also on Monday, Oracle announced the promotion of two executives — Clay Maguyok and Mike Sicilia — to the joint CEO of the company; the current CEO, Safra Katz, will serve as the Executive Vice-President of the Oracle Board.
